I have this huge idea about the wolf headdress skin, which is my favorite item in game, and wanted to make a skin for it. The problem: Never made any skin whatsoever, no skills, no technique, just an idea I want to make true. Rules apart, I want to know which programs people use to make skins, would you be so kind to help me?

I'm really glad you're enthusiastic about a making skin and making it for one of my favourite items.
However Facepunch haven't made the wolf head dress model available for skinning yet.
I gather it can be done, it just hasn't happened yet.
The bone helmet is skinnable... there are a couple of interesting looking skins for that already: the plague doctor, and the uprising deer skull mask. But I always use the wolf.
