After I got a ban on my default account, I bought a new account with rust...
But this time I have recorded all my gameplay....

When I ask to Steam:
Call to Facepunch.
When I ask to Facepunch:
Call to EAC.
When I ask to EAC:
EAC say the reason for my first ban: WE DETECT CHEAT/SCRIPT/SOFTWARE WE WILL NOT DO INFORMATIONS, WE WILL NOT ANSWER YOU MORE, YOUR BAN WAS PERMANENTE.

OK ok.... I bought a new steam and rust...

AND for my surprise I got a ban with 16 minutes. xD

How I resolve it?

Question is what you had running in the background, some anti cheat systems ban you not for using the cheat software but rather for having it active in the background.

they cross-ban accounts. if one account got banned and they can trace the new one to your old one, then the new one is banned too.
it's harsh, but when you hack you ruin the experience for a lot of other people. why exactly would they want someone like that in their game?

apparently, you hacked and scripted in the past and since they can still link your IP/PC to the new account that means all subsequent attempts to buy and play the game will result in a game ban.

No surprise - working as intended. Buying a new account after getting banned is a bannable offence. Once you are banned - its forever and all subsequent accounts will get banned as well. Read the TOS, idiot.
These "private cheaters" could very well be playing on a private server, where EAC is disabled. You did know that - didn't you? Some servers have EAC disabled (its beyond me why would anyone in their right mind do that, but whatever)... so don't pay attention to this random crap - its probably a private modded server with no admins and no anticheat whatsoever (and like 4 ppl playing all cheating or testing out cheats).
