Hi. If you don't know me, I'm Disseminate. I've worked on lua projects for about 7 years now.
Around last year, I was getting bored of working on Vein, so I figured I'd make a basic HL2RP gamemode. One thing led to another and I'm now planning to run a server. This isn't your standard HL2RP - I've gotten a lot of ideas over the last year about how to do this properly, where everyone has fun and where the gameplay is properly done instead of your standard Clockwork re-re-recycled garbage.
I feel like HL2RP these days really sucks in general, compared to 2007/2008's scene. I can't furnish apartments I buy in HL2RP today, and load times are stupidly huge with literal gigabytes of content. Admins are the only roleplayers that actually have fun, and roleplay has slowed to a snail's pace. So with that out of the way, I'd like to present CombineControl.
The script, for one, is inspired heavily by TacoScript. It's completely custom, from the ground up, and is not based on anything. I've been working on it for a year now. It has a lot of features different from other scripts - too many to list here - but it's my baby and I'm pretty proud of it. It's incredibly optimized and I've never had under 100fps, on a dedicated server or local host. It fits exactly what I want in a server and hopefully what will be fun.

As for the roleplay, we're not very strict as long as it doesn't totally wreck canon. We expect people to be able to talk in public or with CPs, for example, or run businesses, things that aren't entirely canon. We discourage too many /me's, rolling, and shooting to miss (seeing as the weapons are underpowered for this purpose!). Admins are instructed to stay out of running factions, and we have a policy to not take admin action on people if it doesn't affect anyone else (i.e. messing around between friends or having a firefight if they're the only two people on).
Factions themselves (such as the CCA) have a lot of power to self-govern. CP applications are completely ingame - through a form, but nonetheless ingame - and squad leaders can approve or deny them, ingame. Squad leaders can promote or demote CPs or change squad ID details. Names are changed automatically by this, and off-duty CPs keep their names and can passively roleplay in the Nexus. CPs can read an in-character guide and learn how to properly go about their duties - all without needing an admin to help them do it. There are only three tiers of CPs - recruits, units, and squad leaders - as oversaturation just leads nowhere. Squads are groups of 8 players and a squad leader, and we promote squad leaders as need arises. There's no City Administrators or Overwatch soldiers, except in the form of NPCs.
NPCs are fully integrated as well. NPCs can be told by admins to stay put, move somewhere, raid an apartment, shoot everything, etc., which means more roleplay for citizens, rebels and CPs, as you're not disturbing the roleplay of NPCs.
Citizens can run businesses, become mechanics, become homeowners, synthesize drugs, put up propaganda for CPs, etc. They're no longer as static as they are in Clockwork or Nutscript.
Admins are able to have greater control over the server when necessary. An admin menu and features are completely built into the script. Admins can play music - to a group of players or to everyone - and run Overwatch lines. They can completely edit a player and their inventory, check logs, ban or unban players, give toolguns or take away physguns, direct NPCs, etc.
Donations go directly to a Paypal made for the server. I don't take any of it, except that which I pay for. Donations are through the website, and are completely automatic and processed in real-time. You can't donate for custom models/weapons as I really hate having to download content packs. Depending on how much donations make, we may or may not expand to have up to 4 servers, linked via sockets and script features.
Bonus: There's no custom content in the entire gamemode.
The server's recently out of open beta, so we're kind of lacking in players and addons.

I'm glad to hear you're going to be careful with your administrative selection, I've lost count of the number of servers I've abandoned because their admins are not suited for the position. I'll be glad to try this out when the three week open beta is happening.
Having done development work for this community pre-alpha I have very high hopes for it. Disseminate is a very accomplished programmer and definitely knows what he's about. I've done testing of the script as well and it plays far differently to the other overbearing and far too restrictive scripts out there. I'm excited for this, to say the least.

Man, This reminds me tacoscript but more advanced and modernized.
I hope this will change the generic HL2RP shits around Garrysmod.

The server tries to download city 18 I assume but dosent actually do anything so can you guys link me to the workshop C18 you're using.
Played for about 30 minutes. It seems great for being just opened. Of course there are flaws (like needing more administration), but it is only the first day.

My Gmod keeps closing when I connect. This wasn't happening before.

Loaded up a singleplayer map, disconnected, then connected to server to fix it if anyone has the same problem.
was very fun when i played yesterday, script is nice kinda like tacoscript but without all the shitty shit that makes tacoscript shit.
only problem i had was the amount of nerds punching and spamming bottles everywhere but that can be expected on day 1 of a server
