With centralized (bottom), the holy roman empire controls all of the area but will cause problems with the relations of east prussia and the habsburg empire.
Personally I think decentralized would work much better but it's up to Logan (unless he calls for a vote).

First of all, to recover from debt, you'd have to tax people heavily, unless you want your economy to suffer and eventually default on your loans (IE Not good). In 1775 Mines weren't really set up yet and those that were, were mostly iron, so no you aren't making much from the mineral wealth. Alongside that the only way you can really make money from cash crops is taxes, and we already discussed taxes earlier. So if you want to keep the Americas, then your either going to have to drop your army and cut down costs on your navy, or tax your people.

basically the main problem for the Brits was that the colonies by the mid to late 18th century had begun to generate a net loss for the Empire, and the Brits used a rather heavy handed way of trying to recoup the losses
the French did the worst out of the deal, ironically despite their side winning the war, the severe debt incurred was one of the reasons for the French revolution, while the British Empire later allied with and developed excellent trade relations with the USA and became superpowers
