Perhaps they're going to do a WAR! redux and have the Soldier and Demo make up.
Or MAYBE its for a gamemode where to steal the flag you must deactivate the security systems by pressing a button

Doubtful. Something similar could be done with a map like Steel, where the final cap is always available, but each other cap deactivates/opens something so that it's easier for the attacking team to get to the last cap.
It would be pretty neat, though.
I mean like there are two objectives and to succeed one must assault two places at the same time: The security room and the flag room.
