You'll notice the group order and numbering doesn't reflect the order in which the updates were released.

What it DOES match is the class IDs themselves.

scout = 0
sniper = 1
etc...

All of these have been in there for a very long time. I can't remember exactly when they were added. Probably around the Scout Update or maybe even the Pyro Update. They're just planning ahead.
