The mode that I am thinking is all about the two teams accumulating "research points" (or RP) in a certain timeframe, and trying to out do the other team. There are multiple ways for a team to get RP, and introduces the Scientist class. [before I continue, I want to make sure that no one thinks I'm just trying to introduce a pure VIP gamemode or a "10th class"] The Scientist is randomly selected, one per team, and changes players every time he dies. He is most responsible for getting points for his team.
Maps for this gamemode will have multiple control points. Only they are slightly different and are "Research Labs" instead of control points. Holding these labs generate RP every 20 seconds, similar to a Domination type scoring system as seen in other FPS games. Only the scientist can capture these points, and a team will hold these points for a total of 180 seconds before needing to be recaptured, and if the Scientist is on a control point when it completes a cycle (that is, a cycle is when a research lab generates points, default is 20 seconds) it will generate extra RP (not a whole lot, but enough to give a team a decent RP advantage if done frequently). The purpose is to make sure the Scientist is active in the team, the more he moves around, the harder it is to protect him as he should, a Scientist can camp by a sentry all day if he wants, but he won't get as many RP as he could.
Another way for a team to generate RP in the Arms Race gamemode is to capture enemy weapons. Whenever you pick up an enemy's weapon (after he dies) you will get your team one RP point, picking up a teammate's weapon won't help you besides giving you ammo/metal. When a Scientist is killed, he drops a clipboard (probably floating and spinning like the sandvich to make it easier to spot). When this happens, the team the dead VIP was on will "drop" 15 RP on the ground. It will remain there for roughly one minute. The clipboard can be recovered only by the enemy team or your VIP (that is, if your VIP manages to respawn and make it back to the clipboard, he will reclaim the lost 15 RP). If an enemy picks it up, he will earn his team the 15 RP that was lost by the other team. If the enemy Scientist picks it up, it will give DOUBLE the RP to the enemy team. Scientists also get a double the points for picking up enemy weapons. (Again, the idea is to make the Scientist active, and not someone who camps by a sentry).
The last and most game-changing way to gain RP, is to simply steal the intel from the enemy's base. Stealing the enemies intel will give HALF of their current RP to you team. One team that could be kicking the other team real hard, could easily have the tables turned. This makes the gamemode more exciting and can change the pace of a game. Obviously it should be somewhat difficult to steal the enemy intel since it is so valuable. To make this, the reset timer on the intel when dropped should be fairly fast, about 5-10 seconds.
Arms Race combines CTF (capturing intel), deathmatch (capture enemy weapons), control point/domination (Research labs), and a VIP style gamemode (the scientist). This presents in my opinion, a very diverse gamemode that can be unique on each play through.
Basic map design, at least what I'm thinking of, but of course TF2 has a huge map community, with lots of bright minds coming up with great ideas, is this.

Obviously that is a very rough idea/sketch of a map. But the important thing I want to point out is this map idea is not a linear CP map design like others. Each area has an equal distance from each team's base.
Now, I don't plan or even want the scientist to be another fully fledged class with unique weapons. He simply has a job to do, and an active job. I don't think being the Scientist will be boring, afterall, you probably will be the center of attention. He also shouldn't be campy either, he should be capturing points (remember, I think they should reset after a while just to make sure the scientist is active), getting bonus points on captured points, and collecting enemy weapons.

I really hope this idea or something like it goes through. I love TF2, but the current gamemodes and maps are getting a little old. I wish I could give some more examples but I'm not an artist, and the only mapping I've done is crappy CSS gungame maps. I would like to see what the TF2 community has to think about this idea. What I'm looking for is a gamemode that allows getting points by doing different things. Though researching better weapons is an interesting idea, I haven't thought about how it would fit into TF2.

Actually I'm used to my ideas being ignored, so it doesn't bother me. Though I think if they want TF2 to stay fresh, which is what they seem to want with all the new updates and content they add, they need to add more gameplay. And by more gameplay I don't mean re-branded gamemodes like KotH and payload race.
I think a better idea is mixing together TF2 and that old half life one scientist mod where you captured eachothers scientist and use them to research better weapons and stuff for your team

So, basically Power Struggle mode from Crysis?
Not gonna lie, but PS was one of the coolest game modes I've ever played. It'd suit TF2 well too.

Domination is fine as it is.
I like it. Would fit in well with tf2.
Could beg better if the scientist was actually an NPC, thus stopping any kind of griefing in this gamemode.

Yeah sure, a bot would play better than a player...
There is no griefing, the scientist has to be moving to earn more points. he cant just camp a sentry.

You just proved yourself wrong. The scientist could just sit there and do nothing so their team doesn't win.

Gah,i am late.But the poinst should give you new weapons,so it starts with
Level one buildings,nounlock weapons and so on,and for every ,lets say 100 points you enable new buildings/weapons.
I edited my post. I never heard of the Science and Industry mod, the research I'm thinking of is just an arbitrary concept for points, I never thought of actually have them improve weapons, though I guess it could fit the theme; and the scientist is a version of a VIP that fits the gameplay and theme of the gamemode. The idea started from an idea of a domination gamemode, then I wanted different ways to score points rather than just holding 3 different points, KotH style. I think the concept of an arms race its the TF2 theme a lot, as well as allowing different ways to score.

That's buildable in Hammer, I think. Wouldn't need a gamemode for that.
If the Pyro would be Mexican then the scientist MUST be Asian! It'd make perfect sense!
