I am thinking about setting up a small achievement server. But first, I need to know how to create bots without turning on sv_cheats 1. There are some achievement servers that do this, and I would like to know how.

Type bot into the console.
I did, but it says that sv_cheats 1 has to be turned on first.
You turn on sv_cheats, create bots, turn sv_cheats off, then change the map.

^this. It works. I did it to get my spy/sniper weapons (the ones I didn't have)
