First, read this- I support Valve with this update, and I bought the Polycount pack for 30 quid. Call me a tool, whatever, I support Valve with my wallet, and to get all the Polycount weapons and hats in one go, PLUS support the company that's offered me over two years of fun? It's a fantastic deal.
My issue lies with the Polycount pack bonus', and the fact the hats have to be included to get it.
The weapons of each pack are easily crafted/ found, but unless you pay you're not likely going to find a specific hat for months, and because bought items can't be traded, good luck finder a trade partner.
Not everyone has a job and can happily fork over £10/20/30 for the pack, which is why I think the only thing required to make this update perfect is to remove the hat requirement from each pack.
I appreciate that Valve is doing this to encourage people to buy the packs, but... well, they're going to make enough money as it is from people (tools/ fools, whatever you wanna call us) with disposable incomes, so why restrict new playstyles in this manner?
Do people think it at all fair for these abilities to be tied to the full sets?
I only want the paint, and it's only 2 bucks so I'm happy.
Pretty much agree with OP, the new hats being uncraftable and not just being purely cosmetic is really the only sound argument all the naysayers have against this update
Yeah I want to complete my Saharan Spy set without forking over cash.
I don't like hats, so I'll never get the bonus.
I don't like the set bonuses to be honest. But the items are cool.

He may be a tool, but Valve has shipped out ~120 updates and still plans to update some more. We've gotten free weapons, free maps, and tons of free shit.
I think it's fair for Valve to ask for some money.

And then they compile community members to do their dirty work so they can sell their work for $50, while they think of uninspired effects to put on these items.
I bought the Soldier Stash hat and now I actually like the Mann co. hat better.
I think its a good idea, little bit on the expensive side, but hey, if you really really want that hat, I think its fair.
yeah, i think it should be allowed for the weapon makers to say wether they want it to be free or not.
