Since I have a crappy computer, I was thinking of upgrading. Would this be good enough to play in 1920 x 1080 resolution?

Get a 4850 and a 955. Games don't use 6 cores, and TF2 definitely doesn't.
Silly, you need [b]FAR[/b] more RAM than that to run TF2.

250 GTS is fine for TF2. I have a 9800 GTX (Which was re-branded into the 250 GTS) and I can play TF2 with an average framerate of 70 and a minimum of 45.
Of course, it's starting to get on a bit, and if you can find something superior for little extra cost and want a bit of future-proofing, consider that.

It tries to split tasks across two cores, but it still mainly pegs the first core and only use the others on the side.

I don't play 32 man often. But I don't recall any issues when doing so.
The 250 GTS is fine for TF2, but if you're looking to play more modern games, a better card would be recommended.

Enables multi-core rendering.
But with TF2, I'm pretty sure it can't fully use 4 cores, so 6 would be a waste. You can run TF2 easily on a nice dual or triple core.

I'm not to familiar with AMD's HD4x series of cards, but looking up a few benchmarks it looks on par with the 250 GTS, sometimes a bit better sometimes a bit worse.
I'd rather not make a judgment due to my lack of experience with that card.

I think you should consider buying a 1GB graphics card, since you're going to play on a pretty big resolution. As far as I know, 512MB is enough if you play on resolution 1680x1050 and lower.
Requirements:
Mouse, Keyboard, Internet Connection
4850 is good enough, I play on max settings with 16:9 1080p resolution with a 4770 which as far as I know is pretty much the same, maybe a bit better.

Heres what I use, it's pretty good for alot lower resolution.

Everyone in here seems helpful besides the mouse and keyboard requirements.
You can run it, hell, I can even run it with an Nvidia 6200 GeForce,512mb ram and other garbage.
I have a GTS 250 and it runs perfectly fine
