Okay, so I'm trying to reinstall tf2 because I screwed up the game badly. I binded a lot of keys and even if I go to options and set the controls to default its still not letting me clean it up. I've deleted the tf2 folder, uninstalled the game, and still it's keeping my cfg's. WTF can someone help me?
You can just google for default config. You didn't have to uninstall game. Replace default cfg with yours.
Turn off Steam Cloud syncing.
Have you tried Verifying it?
Type in console, unbindall or something like that, then do Default, or unbindall and do it manually. Or put in launch options, "-autoconfig"

But I'm trying to start completely fresh (I still want my stats and backpack items, I just want to start clean) because for some reason I can't see any sprays and the option "disable sprays" isn't even checked! How do i freaking just start clean???
You are Marshall Mathers...it is impossible for you to be clean.
go to the map C:\programs\steam\steamapps\*your username here*\ and then delete the Team Fortress 2 directory, if you want to save your maps, put the "maps" folder somewhere else.
My tip is to type unbindall in the console and then make the keys default.
Delete your tf folder, if you want to save your maps, move them somewhere else, after you deleted your TF folder, it should make a new one the next time you start up. If you still can't see sprays, go into multiplayer > advanced options, and find disable sprays, and the decal limit uncheck "Disable Sprays" and change the decal limit to "999999"
