I'm kinda new to tf2 (pc, actually) I'm wondering what weapon levels are? How do they level up, and do they affect gameplay? Thank you...
They are just a random number. Nothing special.
They do not level up.
At one point, weapons dropped with a random level.
Levels do not affect the game in any fashion and are purely cosmetic.

What's with the
"level 10 shotgun" at the bottom of a weapon name?
Are they randomly given as you find the weapon?

Most standard weapons or weapons which you have crafted on purpose will have a default level depending on which weapon it is. This has yet again nothing to do with the gameplay.
