Very late cheater's lament

I just started playing TF2 again after a really long time and I was browsing my items list. I wanted to check out the new Mann Co store and I clicked the icon to open it. However, instead of the shop opening, I got the new item screen:

How come I get it so late? Back when everyone who didn't use the hats program got them, I didn't receive it, because I used the program. But now I get it anyway?

Also, for some reason I can't click anything anymore. It's like TF2 has frozen, but I can still open the Steam overlay.

The cheat detector thing that keeps you from receiving them probably got a Vintage prefix that the game doesn't see as a flag or something they didn't think about. :downs:

To miss out on a cheaters lament before you had to use the idling program, idling normally was fine.

I didn't get one during the first round of halos and just got one after this update. More likely, the "Vintage" ones refer to you never cheating while the "normal" ones refer to someone who hasn't cheated since the first ones were given out
