You are looking at per minute, before this update I saw "last 25 minutes <3 were hats>", if every minute there's almost 1 hat being given out, then it's increased, alot.

There's nothing to fix, Valve wanted hats to be rare and random, just because the community can't handle that doesn't mean it needs fixed.
