When I boot up TF2 and look under Multiplayer/Advanced in options, there's no option for enabling hitsounds... Is not in that directory or something?

I never understood the hitsound, it never really worked accurately for me.
I'd hear it at random times when I didn't hit anyone in a while, or even jaratee anybody.

I've never had a problem with mine.
I also have a Quake 3 style hit sound and it's smoother/less annoying.
So, how do I turn it on?
Options->Multiplayer->Advanced->Enable Hitsound

Don't bother. You'll tell him to open his game directory and he'll be opening notepad or something
To install a hit sound: place your hitsound file in the teamfortress/sounds directory. Then go in game, and type tf_dingaling_override yoursoundhere.wav
so if the hit sound you would use was called, "hello"
it should look like this
tf_dingaling_override hello.wav
