I was looking through the L4D2 files and found references to the L4D2 Hat being unlocked if The Passing is installed, can anyone who hasn't pre-ordered confirm this?

The Passing has nothing to do with it. You get bills hat if you pre-ordered L4D2
You're properly talking about bill's hat, You can only get it when pre ordering left 4 dead 2, as far as i know.

Always kind of envied the 360 version for that feature. Though in the end we don't have 3D avatar characters on Steam to dress up...

It's called TF2, it also has a game included in it.

TF2 is good for hats. Hats that fit into TF2's style. Bill's Hat fit since it was just a veteran's beret, but I don't think a trucker cap, a Depeche Mode t-shirt, or a health kit would work with TF2.

Well I guess now that I rethink it it sounds okay. I forgot that we have Sam & Max items in there that don't entirely fit with TF2, so I guess at this point a health kit wouldn't be too bad.
