Trying to make a server for me and a few bros to play around on.
Currently downloading the tf dedicated server from the hlds program.
now when it does get finished downloading will I have to pay money or something?
If yes, fuck my friends, I'm too cheap for that.
You dont have to pay, but you cant play on the server on the same PC

Servers are not account dependant
so I can run the dedicated server on one computer, and play it on another?
Yes, but for some reason you were able to do that a while back. It's a real hassle, really. Kind of annoying.

Okay, now I'm at the point where I can see my server on the server list but it is unresponsive. Any Ideas?
