Oh yes because offering people a hat for 1 scrap sucks.
They still have a better chance of getting the hat than getting that specific hat from a random craft, with 26 less scrap.

I think the problem is the market has been very much saturated by these raffles. Even me, someone who tends to throw about metal like there's no tommorow, has begun to sigh when another one of these pop up in the forums.
On their own, there is nothing wrong with them, but with so many about people lose track of what they've donated to who, leading to one sloppy mess.
There is also a general feeling that, in donating scrap, the OP's intention is less than noble (not my opinion, mind). Free raffles do well because it is entirely selfless- paid raffles offer the OP the chance to craft a new hat that might be better than the one they're giving away, and upon crafting say a Merryweather with the raffle's proceedings, they'd stop raffling.
Until there is a dedicated forum, and a ruleset, new pay-in raffles really ought to be postponed. Free raffles, or ones that involve non-TF2 item entries, like the art thing I'm doing, can and in nearly all cases prosper, simply because it is a) easy and offers no risk to the people entering, and b) is a selfless gesture by the original poster.

So there are 91 hats, but 10 of them are non-craftable. (achievements/promo) That leaves us with 81 hats.
Even if you have the 27 scraps it takes to make a hat, you get a random one out of 81 possibilities. That's a 1/81 chance, using 27 scrap.
Here, for 1 scrap you get a 1/27 chance of getting the exact hat you want.
I'm guessing the only reason people have to whine about raffles is the fact that the raffle-runner can make a hat and keep it.
I say the moderators or respected users should get the hats donated to them, and they make the charged raffles. That way, a user with a reputation would find it hard to scam people.
