I just noticed these two hats have no restrictions for crafting, can you craft them to get a hat? Or should I keep them just to be sure they won't give you something good in the future?
You can't craft them for anything. Even if you can put them in the crafting boxes they make nothing, they have no recipes.

I wish they did, though.
Then, suddenly there would be no gibuses.
My guess is that Valve is leaving them craftable for the new Halloween event (If they are making another one...), to get a different super special Halloween hat.
Or it's another example why they are lazy at times...
