I was playing today and I noticed the solder got 2 more rockets. Am I late or was it always like this?

Some servers make it like that.
It was just the server you was on.
What server were you on?
Some server with premium features and stuff like that
But it was with premium disabled

Possibly on night team servers they have 6 rockets.
It was a server plugin, stop making threads about ammo changes because they are always and will always be server plugins.
Some servers run ctx edits, the soldier originally had 6 rockets and same sketch with the demo.
