Where should I save them to and what file type should they be because .png does not work.

What about .vtf? Is VTFedit a good route to go?
You can use .vtf, but it's just a lot easier to use .bmp, unless you want transparency or an animated spray.
I wanted to use this:

But it's a .png and I want to use it as a spray.

I can be no help to you if it's a transparent spray, as I am to lazy to ever make a spray transparent.

This. If it's a non-transparent image you save it as a .tga, then import it into vtfedit, save it as a .vtf, put it in your sprays folder, open up TF2 and import it.
If it's transparent you have to add an alpha layer, if you want I can make your picture into a spray for you.

Just pop [url=http://filesmelt.com/downloader/spyfrowed.vtf]this[/url] baby in your sprays folder, import it in, and spray away.
