It's got a few typos, but otherwise looks pretty convincing. An extra class would probably unbalance the game, but this looks like it might be done right. Either it's genuine, or a VERY elaborate hoax.
Can't help but feel it'd be better as an Engie's Sentry unlock, though.

Considering the amazingly high amount of Engrish, somehow I doubt this is a real update. That being said, it's still pretty funny.

I bet 20 that when the PETA see one of the dog's killed in anyway, fire/backstab/shot/meleed, they'll spaz like when you put a bunch of thrusters on a ragdoll then freeze the torso in the air in gmod. While screaming, 'SUE! LAWSUIT! CRUELTY!'
I'd really like to see this ingame. It's an awesome idea and would fit in (the dog needs some adjustments though).

The only problem with this is that all the TF2 characters have character, which the dog cannot have due to it not being able to talk.
Also how would you backstab it?

It did say it can be used for offence, defence and surport. I mean, I know pyro and heavy are used for a lot, but when have you seen a spy running straight into battle firing, or a sniper trying to keep teamates safe, or a demo firing nades infront of temates to protect them?

The spy does a bigger swing, allowing the knife to go down further, hitting the dog's low shape, then it stumbles around while howling and falls down, with its limbs curled up in pain.
Then it explodes. >:D

That would be a terrible addtion to the game to be honest, it doesn't fit the Tf2 style, it would be incredibly hard to balance well (the tracking ability is one of the main reasons), and it will just encourage furries and small children to continuously say "LOL SO RANDUM ^__________________^" when they kill.
