Which server addon do people use to modify the stats of items?

I'm talking about the ones that server admins use to modify weapon stats in gamemodes like VSH, or the one that was used on that one server that multiplies all weapon stats by ten.

I tried to google around, but nothing came up. I hope one of you guys knows.
