Im short on Internet downloads and want to download tf2. I have bought the game however the full file is 4-5gbs, does anyone have a non-illegal setup or a way that i can download tf2 without downloading the whole game.

Can't get the latest version and play it on Steam without downloading the whole game from Steam, sorry.
EDIT: Unless you bought a disc-based version. Then you can install the main game from disc and download all the updates.
What do you mean "without downloading the whole game"? You mean downloading it in parts? Nope, sorry. There's no other way to do it other than either through Steam or from a disc.

Find a friend who lives nearby who also owns the game.
Find the gcf files you need on their computer, and put them on your computer in the same location.
You'll need some kind of external hard drive, with enough space left.

If you can find a friend who bought the game at retail, then you can install it from their disc and then just download the updates. Have them log into their own account so that it'll work, because the retail license and the Steam Store license are separate. The Orange Box disc also works, though it'll make you install all the other games that came in it (it'll skip any games you already have).

He has probably limited internet to some download size and he doesn't want to waste it completely by downloading whole TF2.
He already said he only has 1Gb left on his download quota....
So, looks like you're just gonna have to wait until you are allowed to download more than 1 Gb, unless you can get permission.
Depending on where you live and who your ISP is, downloading it may not count against you. For instance, I know in Australia (where bandwidth quotas are practically the norm), some ISPs run their own Steam servers and won't count their bandwidth as part of your limit.

Why are people giving him dumbs? I did this with my brother when we both got L4D so we wouldn't have to download it twice.

I am almost capped with only 1gb of downlaods left, no my net is not crap I had to rebuy all my steam games with a new account (got hacked :( )
And wanted to know if there was away (which there is like AyesDyef said) to get tf2 without having to download the whole 4-6 gbs game.

You could have downloaded 1gb, pause the download and wait for your next quota. But the issue's been resolved...
But what's the use of downloading 1gb?
I don't get the full game and I can't use the net for the full month.
By doing that I might aswell wait till the next months quota.

I live in Australia, not a fast internet, BUT I get 100gb of bandwith. I get 50x more bandwith than you.

but no really i think jusy copying the GCFs from another person or doing the above would work out just fine
