Like the title says, how would I go about making a custom light-warp for Team Fortress 2? Would I need Photoshop to edit the VTF? Do I edit the classes VMT's (Like Phong and some other factors)? Do I need a 3d program like blender or 3ds max to do it? Sorry if this seems like a lot of questions but I have no knowledge how to do it. I only download custom light-warps because I don't know how to make one myself. I have good light-warps already but this is if I wanted to make one myself. Thanks to whoever can help me on this. :)

This is a question that might be more suited for the Emporium, or possibly the General chat in order to get yourself some extra direction (Still, Emporiums arguably your best bet).
Also consider looking up some tutorials online and on youtube.

In simple terms, its just a rectangular image of a gradient. The most commonly used one with the characters is "pyro_lightwarp" which can be found in the "[b]Team Fortress 2 Materials.gcf[/b]" in this dir:
[b]\tf\materials\models\player\pyro\pyro_lightwarp.vtf[/b]
Or just use the search function with "lightwarp" to search the GCF for all lightwarps (since more types are used now with new items)

It is 256X16 pixels in uncompressed BGR888 format with clamp S and clamp T flags checked. You use VTFedit to create this.
You only need to edit VMTs if you are changing the lightwarp file for a specific model or change the dir or whatever. Its just easiest to make replacements for the vtf lightwarps themselves. You can test your lightwarps in HLMV using source sdk. Hold control+click to change the lighting angle of the model for example (even though this model has no lightwarp, but you get the point, also be sure to check "Normal Maps" in the render box in hlmv!):
