TF2 can't allocate server IP ports

I'm trying to play TF2 right now, and no matter what, whenever I try to connect to a server, it crashes to the "TF2 can't allocate any server IP ports". Before you ask, I've done a quick search for fixes and I've checked everything I know of.

1) The router settings are correct, I'm allowed internet access (as you can clearly see) and the correct ports are forwarded.
2) Peer Guardian is not running and thus not actively blocking any IPs or ports.
3) bitTorrent is not running, so there's no p2p activity running.
