In the options menu of TF2 They added support for more voice commands shortcuts!

Nothing really special... you can bind separate commands with "bind F1 "voicemenu 1 4", that's "Need a dispenser here".
And those on your menu are unpolished, probably a bug or custom UI.
You could do this manually already, but it's great that they made it easier.

You can do it yourself with console binds anyway.
Someone paste the code for binding "No" to N.
