Actually, this is incorrect.
If you have no money in your Steam Wallet, but select it as a payment anyway you'll be asked to cover the "remaining" cost of the purchase with other payment details, so you can pay as little as the store costs. I purchased a rocket jumper doing this.

Some admin called my friend a dumbass for not knowing he could pay a minimum of $.50 even though that wasn't the case at all.
