For some reason no matter what I do my hit sounds don't work. I have hit sounds set to on and I've tried deleting my sounds folder and verifying cache but it still doesn't work.
You mean that obnoxious dinging?

No one knows? And yes I do mean the really loud dings when you shoot someone.
