It's a Portable radio headset. Of course this is the 1960s, the range on it must be piss poor, so it's just there to make him look like he's more important.

That earpiece is basically for recon, telling the others about what's up using a hidden transmitter that broadcasts directly into their heads. That's why Scout's annoying. HE GETS INTO YOUR HEAD.
He orders pancakes because 60 seconds isn't enough time to buy them between battles.
Originally in TFC he was the only class who could locate the flag (intel), that's probably what it was for.
Now it's for show since everyone has the magical ability to know where both intels are.

It was put in, as stated before, to make it look like he's doing recon. But he barely uses it.
