This thread is also available for people who are interested in upgrading alternate tf2 account to premium but don't really know if such alternate means of funds adding are available in their country.

Last time I checked, there are no such thing as Steam gift/money cards. You can buy a prepaid Visa card with $50 on it at Wal-Mart or Target or something, or get a job and transfer your money to a PayPal account.

Same here. Felt a little scammed when I took one month of runescape a few years ago, but a permanent hat is different.
You can add money directly on your Steam Wallet using Qiwi Terminals in Russia, thats all i know.

I do have exact info. Steam gift cards would be well-known if they existed, but they don't. Just buy a prepaid Visa card and use that, or use money from a PayPal account.

Never tried to do such a thing, so i cant tell you anything regarding this. You can find those bankomats in Central Russia, almost in every citi, dont know about Siberia though.
There are Paysafecards at least here in Finland. they come in 10€, 25€, 50€ and 100£ cards.
I'd fucking love to be able to pay for stuff with phone credit, i have a plan and don't use it at all so it all goes to waste at the end of the month.
It's my understanding that there is no minimum amount set when putting rubles in a steam wallet. I've seen a couple threads on different websites where Russians were offering to upgrade accounts to premium for anywhere from 1 key to $2.50. Here's a screenshot of one person who used the equivalent of 49 cents, and has nothing in his/her steam wallet.

They probably bought a paint, and could re-sell it on the steam marketplace for almost what they paid. Not a bad idea for Russians. Too bad the rest of us can't do this. :(
There's a Russian guy who does this as a service, you give him metal, craft hats etc and he will upgrade your account to premium. I wouldn't do this with your main, only to get idle alts.
