I'm really tired of getting EXCLUSIVE HATS for everything. Buy L4D2, get a hat. Buy Sam and Max, get a hat. The whole point of hats is that they're supposed to be hard to get.
It's not so much that there exists a hat we likely won't have- it's that it's something we can't have and it's out of our control. Random drops are one thing, but being selective of people who get something for no particular reason is another. Mac users are the only ones who can get this and yet they didn't earn it in any way.
I'm not bothered by it, but I can see why it would piss people off.
