I've looked at and searched the HLDJ forums but nothing has come up and they're pretty much dead anyway.
Recently, HLDJ won't play any sounds in TF2. Also, voice_inputfromfile is set to 0 when I open the game.
This shows in the console when I start it up:

I've even tried reinstalling both - any help?

Some servers have disabled HLSS and HLDJ
Just find ones that don't have it disabled/have a vote to enable it
I've tried it on servers that do have it enabled.
