1. Download GCFScape.
2. Open team fortress 2 content.gcf
3. Browse to tf/sound/vo
4. (Optional) Extract vo files to desired location.

Sir, if you don't have Team Fortress 2 installed, then you can't access it's content.
it's 1 gig of sounds too. i put em in fl studio and made beats with the sentry noises

In GCFScape, go to Tools, and click Volatile Access.

Verify integrity.
Open GCFscape and select the TeamFortress2content there, if you double click on it in Steamapps folder, it won't launch unless Steam is off.
