Nope, that just means no server mods.
Also, people who think pre-update TF2 was better should try playing it.
Vanilla usually means no game changing plugins.

There is a server plugin that replaces all of your unlocks with stock items.
But it doesn't correspond to the 'vanilla' tag.

Funfact, "vanilla" means no plugins or third-party addons. It's pure game - install it and you are good to go.
That means TF2 in it's current state. Hats, polycount items - everything is in. Unmodified version of a game.
I have no idea how is a game without every new addition called. Dough?

Oh, I have no interest in playing with 50%+ of the game missing. I was just pointing out that the 'vanilla' tag isn't really too helpful in finding the kinds of servers you're referring to.
Lots of lokalen servers there, didn't knew they were so big.
