He's playing the Australian version, you can inconvenience or handicap a person you don't particularly care for, but you can't "frag" them. Inconvenienced players can dodge frantically attempting to inconvenience / handicap you back or simply run away and avoid future confrontation. There are also no winners or losers, everyone is special.
