I doubt they're making up the numbers what with their elaborate stat-tracking system in place. It was probably trivial for them to code up something that kept track of the war kills.
That being said, I think it's highly likely that Valve is going to cook up some excuse for both classes to get the fourth unlock regardless of who wins. They wouldn't want to piss off any one side.
The winning side will probably get something more trivial - like a hat.
Considering that the game keeps track of [b]YOUR[/b] kills it's pretty obvious that the game will just add all the kills together.
That's pretty lame, all these demos playing constantly on achievement_demoman and that have >20.000 kills.
Shame on you demos, soldiers deserve to win. :smug:

WRONG! Kills count on custom maps but yeah, you don't get war contribution for killing bots (yeah, i've tried it...).
I believe maps that include the word 'achievement' 'demoman' 'soldier' or don't have a valid prefix do not count kills.
