Whenever I eat a sandvich as a Heavy, or see one being eaten by another Heavy, the bite marks do not show up. The sandvich always appears to be whole and untouched. It used to work normally, but as of recently it just stopped. I've verified the game cache, and did cleared out my tf2 folder (keeping the cfg) in attempts to fix it. Neither of which worked. if someone can give me some insight as to how to fix this, it would be greatly appreciated.

It used to have one though. And I've seen videos of other people playing TF2, and the bite mark shows up for them.
I have the same problem.
That is because for some reason it shows up in demos after you watch them. it does not show up when you are playing though.

I know for a fact that it used to work while I played the game around the time it came out. It would seem that in one of their updates they accidentally broke the animation or something.
No it never worked, though it does work if you watch enemy players eat a sandvich. Or friends. Just not your own sandvich.

Incorrect, I recall seeing it happen while actually eating my own Sandvich. But I haven't seen it happen for a long time.
Never seen my own sandvich look bitten but other player's sandviches always have.
I too have seen my sandvich being eaten leaving a bite mark, this was when they first released it, have not seen it in a long time.
Before the sandvich nerf I used to +attack holding the sandvich and alt tab to idle for a while, when I got back I saw this:

I did it multiple times, with the same result.
Haven't tried since the sandvich nerf.
