What the hell, My game stuttered for a few moments and this happened. I restarted and it fixed it, but what the hell happened here?

Ah yes. The classic creepy arse texture glitch. As far as I can recall, this occurs when the CPU is overloaded with too much information at once and the textures become scrambled because it misplaces certain ones. It isn't too common but can happen a lot if you play for long periods of time. I wouldn't worry, I've had it many times and nothing came of it in the end.

Your GFX card/CPU is overloaded, common problem. Clean some stuff and let your machine rest and cool down for a while.

Not my card, my CPU. Turns out it was overheating. The thermo-paste on it dried out, all I had to do is apply some new one and it was all good.
I think a Demopan posessed your graphic card and won't leave your game alone until you trade him 2 refined for his Stout Shako

Infected faces and confetti textures everywhere.
