I started up TF2 an hour ago, and, as I always do, I check my backpack to rearrange any misplaced or recently dropped items.
I get the "LOST CONNECTION TO STEAM" message, so I groan, quit, and restart Steam.
Started TF2 again, I could view my backpack and whatever.
Then I try opening the server browser to, you know, play the game.
It doesn't open.
I groan again, much more excessively this time, lasting about 20-25 seconds.
THEN, I go and Verify Game Cache, which lasts 20 minutes, and says everything is fine.
So, I open TF2 again. Lo and behold, the button still won't do anything.
Now I lean into my chair, throw my head back, and do the loudest, most displeased groan in the history of disgruntled teenagers.
So THEN, I restart Steam again, verify the game cache, whatever, [I]it still won't open.[/I]
Needless to say I passed out from that next groan.

Run steam as Administrator.

I tried that, and there isn't a command for it.
This happened to me, it was fixed the next day.
Also try a reboot
Try uninstalling then reinstalling.
