Yesterday I was trying out the textmode launch option. I switched on textmode, quit off the textmode window, then took it off the launch options. The next time I played normally this happened:

Well, i don't know what to say.
Do you have a custom tf_english file by any chance? If you do, get rid of it.
Also, glad to see someone uses my emblems.
Delete tf_english.txt
I had the same problem.
Use that science to fix it.
Throwing Jarate at computer won't really fix this..
