Civilian is fun when it's in-game. Civilian Spy in the loadout menu is just annoying.
would be fun if suddenly the spy in the menu goes T posed and plays the "i'll be seeing you!" line.
If you don't know how to do it. Just equip the haloween restricted hat.

The Civilian lives on where there are class limit plug-ins. If you pick a class that is full, usually Sniper, you'll be redirected to another class; however, you'll retain the weapons of the Sniper, or whatever class it was you tried to pick.
For some classes holding sniper weapons, you'll only go Civilian when you're scoped in.

Because they're there, and as long as they're there you shouldn't judge people for using them, judge Valve for adding them.

But the airblast does so many other things.
-Put out burning teammates!
-Push enemies off of cliffs, into deadly traps such as sawblades, or into the sight of a sentry!
-Protect yourself and your teammates from explosive spam!
-Render sticky traps useless from a safe distance!
-Reflect projectiles at the enemy team for a jovial time!
-Disorient your burning enemies as you move in for the axtinguisher kill!
-Repel foes who are pursuing you so that you have more time to reach some health!
-Slow down enemies, allowing your teammates to shoot them for a longer time!
-Bounce ubers up in the air, rendering them useless!
