Actually they were craftable from Tuesday, just late with patch notes.
Bug fixes are boring, because most of the time, nothing is wrong with my tf2.

That's the plan, it's why the genuine exists, to tell apart the difference from pre ordered items to other items- enabling everyone to have a chance it get them rather than have to pay high prices for them.
