During the 199th, they made four badges:
Primeval Warrior, awarded to people who played from TF2 beta to the day before release (Beta anytime - Oct. 09, 2007)
Grizzled Veteran, for folks who picked up the game 3 months from release (Oct. 10, 2007 - Jan. 09, 2008)
Soldier of Fortune, for those who played from 3 months to a year from release (Jan. 10, 2008 - Oct. 09, 2008)
Mercenary, for people who played a year from release onward (Oct. 10, 2008 - Present)
That's quite a jump, from 3 months, to 9 months, to nearly 7 years. I'm friends with some players that purchased the game just after the Soldier of Fortune cutoff date, who have the same badge as players who began playing last week. Of course, the badges themselves still list the exact date of purchase, down to the minute.
Should there be a more diverse range of 119th style badges?
they should make another batch or update them, imo, because theyre just sitting around probably barely worn.
also release a new batch of vintages, or give vintages a worn look to their models via patterns.

Might be neat to see different badges based on how many hours you've played as a single class. Have the first tier drop at 300 hours, 2nd at 500 or whatnot. Yet even those would be unused by most because just about any other cosmetic is more decent than wearing a badge you can barely see.

So what'll happen to the badge I've acquired or almost earned if I reset my ingame played time counters?

Total steam gameplay time?

They track all of that on their own servers, that's just what you see that's displayed in your stats. I remember there USED to be a way, in some convoluted, asanine manner, you could see what their own servers tracked.
Or maybe make a "badge slot" instead of having medals take over cosmetic slots. Not that I would wear mine considering I joined 14th of February 2009.
I don't really see any good point to the badges besides "look at me I've played more of this than you that means I'm better"
The point of the 119th badges was that it was the tickover from when the game became f2p so it's just showing others when this person started playing because valve knew that there would be obnoxious entitled asshats who want some way of being better at the videogame because they bought it before it was free
cool idea but honestly people ruin it for everyone else because for w/e reasons egos tend to inflate on the internet
an own badge slot would be gr8 tho

the 119th update was more than a year before the game went free-to-play, i don't know where you're going with this
High-grade badges are worn because they are a sign of respect. Warrior, veteran, high tier duel badges.
Nobody is going to wear their chumpy brown badge because even if you've played for 4 years you look like a chump with a 2011 badge
every single person asking for more ranks for those badges are usually looking for another way to look down on those with less playtime/cosmetics/money invested.
besides, you're most likely never going to use that

what a very broad statement to make against a strawman.
