Help installing Metamod and Sourcemod on TF2 Server

I bought a server from Accelerateservers for TF2 but neither MM or SM are working. I've tried looking everywhere for solutions but to no avail, so I'll do my best to explain everything I've done thus far:

I got the latest [URL="https://www.sourcemod.net/downloads.php"]Sourcemod build 5283[/URL] and [URL="https://www.metamodsource.net/"]Metamod 1.10.6[/URL]. I've used the Metamod site to [URL="https://www.metamodsource.net/vdf"]create a VDF for TF2[/URL].

These are the contents of the addons folder:
-metamod folder (in the metaplugins.ini, I added this line "addons\sourcemod\bin\sourcemod_mm")
-sourcemod folder
-metamod.vdf (custom for TF2)

Here's what I added to the cfg folder:
-sourcemod folder

Inside sourcemod folder:
-sm_warmode_off.cfg
-sm_warmode_on.cfg
-sourcemod.cfg

Then I restarted the server, both using "quit" in rcon and using the server restart tool. Typing "meta list" gives me this:

[02] <NOFILE>[/B]

Typing "meta info 2" gives me this:

[B]Plugin 2 is not loaded.

Typing "sm" doesn't return anything. What am I doing wrong?
