Every single time try to start up TF2 it loads the start up screen but then does nothing after that. I have try almost everything by Reinstalling it, Defraging it, and verifying game cache. If someone could give me a idea of fixing this it be very helpful because Google isn't helping much.

Didn't work.
Have you tried backing the game up then reinstalling from the backup?
Ive had issues with dodgy installs and that has fixed it up.

I can start mine, it comes to the menu and freezes after that. Nothing works, I can only restart pc.
EDIT: I've also reinstalled, verified memory cache, still no luck. And it happened after the engie update.

Maybe its a mod you installed? did you use any external programs on steam?
Maybe you need to update your drivers?

Everything that have been installed is on TF2. Haven't Installed any mods myself. I was just playing TF2. Then started doing some weird thing like when i try to join a server it would say this server is using a older version of the map. So i quit playing. When i got back on my computer TF2 wouldn't start up.

Try deleting clientregistry.blob in X:\Program Files\Steam, I had the same problem where it gets stuck on the launching thing and that fixed it for some reason.
Next try deleting everything related to TF2 (.gfcs and the game folder its self) and re-downloading but verifying game integrity is checking for errors and re-downloading the files anyway. But if you can download it easily do it.
EDIT: How long have you left it trying to launch?

The Loading window pops up, and then disappears, and then nothing happens. The application doesn't even start, as I checked Task Manager right after.

Guys stop killing yourselves by deleting everything and re-installing everything or updating your drivers ITS ALL USELESS. its that damn engineer update and they havent fixed the goddamn bugs. My game is restarting on me every time I try to play for 5 min.

Okay, deleted the BLOB file, and TF2 still doesn't load, yet Portal loads fine, so I suspect this is update-related like oxygengone said.
To me, it is the opposite. My fps have increased a lot, no looping sounds either.

I did this and the application actually loaded (said I was ingame), but when I tried again the problem resumed
