Specs are an AMD Athlon II (4 cores) w/ 4 gigs of RAM and a Radeon HD 4350. I run the game on medium/high with a generally constant 60 FPS and this is the first problem I've been having.
It usually happens when an enemy appears onscreen, yet I'm almost sure it's a network issue (or perhaps an update-rate one?) as it isn't a "hardware" stutter. The action will suddenly cease, and I'm free to move my view around as I wish and I still register the constant 60 FPS. This lasts for 1-3 seconds; it's almost consistent with serverside lag yet no one else experiences it.
Any thoughts?

Upon checking my tempuratures, my graphics card runs at 127 degrees Fahrenheit max, while the processor is a cooler 99 or so.

These tempuratures are very very bad try cooling down your computer and see what happens.

Fahrenheit, not celsius.
...They are? My other system runs everything at similar tempuratures and I've never had issues with it (nor this one, actually). Mind that the tempuratures ARE in Fahrenheit, and not Celsius.
fps_max 30 works wonders
Turn your computer off for a day or so. Hopefully your graphics card will cool down

Try fps_max 60
i use fps_max 120 :smug:
OP, are you using CCC or do you have it set as application-controlled?
