I think that there has been a point in our lives where we all wished we were part of the combine forces. Have you ever wondered why Gordon has never, after killing a metrocop, cracked open their mask and peered into what might be a better understanding of who he is dealing with? Combine have always been enveloped in a shroud of mystery.
And what do the combine even look like? I asked this because the combine earth force you fight are just that, earthlings, humans who have chosen to join the force because "they are ensured a high quality of life and better meals, incentives for working for the Combine" So during the seven hour war they could have looked comepletely different than how they look like now. Other than striders and hunters they would have needed ground troops to direct everyone, supress rebels, and collect people to convert into the combine you see now. And I doubt advisors would be sent in to fight because one of them must have been taken down and retrieved at some point and there is no clues as if that has happened or wether they even fought in the first place.
They say that once you choose to join the combine they brainwash you while still letting you keep your ability to think for yourself, then they fuse their technology with the human host, making the combine soldiers Gordon fights exclusive to earth, and they do not represent the combine citizens.

Not really. Combine Soldiers are pretty much drone soldiers, robots. They do what they are told, they have little or no personality, they don't form opinions, they have very little free will, and they never second guess an order. Sure, they are capable of some independent thought, however this is limited to decisions such as "Should we take him prisoner or kill him now?" and "Should I use this grenade now or will I need it later?".
The only emotion they ever actually show is when they scream "Shit!" when a grenade lands at their feet.
Civil Protection however, are still human and retain emotions and free will.

Actually the picture in the OP is actually taken off a wall in-game.
Besides, maybe that's not a complete soldier? The only time you see that model is laying on an operating table in Nova Prospekt (you only see it on a security camera). So it's possible that they weren't yet finished with him.
I wonder if all soldiers go through the same surgery. Or they just get different memory implants.

Not true, now that I remember, when you are in the combine prison and go deep enough inside, after fighting some combine a Breencast would show up saying that he would be happy to inform them that they (the combine guards) are doing a good job, unfortunately he regrets to inform that that is not the case because Gordon is still alive, or something along those lines.
He talks to them as if they were still human, and if they were to be mindless he wouldn't have to tussle with words unless he wanted to keep morale high, which means the combine still feel and therefore still have to think. If they wanted mindless soldiers in the first place they would have those little turrets everywhere.
