Setting up a new server and choosing an admin mod and other things

I am currently thinking about setting up a Garry's mod RP server.
Here's what I am looking for:
-Where to find a decent Gmod server without breaking the bank
-Admin mods (As I don't know how to script in Lua (Or whatever the format of the script is)) That I have controll of Being able to: choose the admin and remove thier rights without too much hassle, change thier rights (Kicking, giving bans, demotion),giving different classes (Moderators, admin on probation).
-Which RP game mode should I use?
-Are there and major things to avoid (E.G. Rules, game modes or settings)?
-Where would be a good place to get Custom models?

Yes, hosting yet another fucking DarkRP server, there's billions already, yours will probably be left in the dust the second it goes online

I would recommend hosting something not as common as DarkRP. For example, GM Stranded, that seems to have lost a few servers, there's only a few remaining, a lot of people still play it, as do I, it's a damn fun gamemode. But you should also try getting your own as well, usually unique, custom gamemodes get a lot of popularity, look at DarklandServer's Fortwars2 gamemode, that's damn popular.
