It just struck me; HL1 was based in New Mexico, USA. HL2 and its sequels are based in an Eastern European city somewhere. Now, I don't know how soon after the resonance cascade the 7-hour war was, but I assume that after the 7-hour war humans were unable to travel by air commercially.
Is there some explaination as to how all the Black Mesa staff, and all their equiptment, got there? Is it a plot point we just have to ignore, or is there some complex explaination regarding G-man?
City 17 is the main headquarters of the Combine, so I assume the Resistance all moved there for that reason.
Although actually I think they all got relocated to City 17 since Black Mesa staff is probably of huge interest to the Combine.
G-Man sent Gordon there on purpose though specifically so he could meet with Barney.

Since GMan is pulling many strings to see the events of the Half-Life series unfold, isn't it possible he saw to the relocation of the other main characters too?
It seems that all of humanity took part in a mass relocation by the combine, mainly to demoralize them by tossing them into an unfamiliar setting. By the looks of it North Americans were relocated to Eastern Europe.

The Black Mesa scientists went to White Forest, because it was property of Black Mesa.
Black Mesa had its own Teleportation Sattelite Array and Teleporting technology. As evidenced in the HL1 Lambda core area and the area before it.
If you played HL2 and its episodes you may remember Eli had a teleportation device and Xen crystals salvaged from Black mesa research and development.
^All this may be incorrect as the Combine had many years to relocate them.
God knows I love dem boxes.
Ep.3 would end in City 17's area since thats where the superportal opened and where most of the advisors would have landed.
